How it actually works
This is a rasterising recompressor, and it is worth saying so plainly because most tools hide it. Each page is drawn to a canvas by pdf.js 2.16.105 at a resolution your chosen level sets, the canvas is flattened onto white, encoded as JPEG with canvas.toDataURL, and jsPDF then places that image across a full page box to rebuild the document one page at a time.
Three levels are exposed because one slider cannot serve both jobs. High renders at 2x with JPEG quality 0.85, about 144 dots per inch on A4, near the point where small text stops complaining. Balanced is 1.5x at 0.72, roughly 108 dpi, the sensible default for email. Small is 1.2x at 0.55, about 86 dpi: fine on a phone, soft on paper. The white flatten is not decoration - JPEG has no alpha channel, so transparent page regions would otherwise land on black.
What that means for your results
On scanned documents and image-laden decks this works well, because the source is already pixels and you are only choosing a tighter JPEG quantisation. Forty to seventy percent off a scanner file at Balanced is routine, and page count, order and page geometry are all preserved exactly.
On a text-heavy document the honest answer is that this can make the file bigger. A page of body copy is a few kilobytes of drawing instructions in a vector PDF; the same page as a 108 dpi JPEG is roughly a hundred times that. The before and after byte figures exist for exactly this reason - if the number went up, your source was already efficient and the level was the wrong choice.
Where it falls short — honestly
Because every page becomes a picture, text stops being text. You cannot select or copy a paragraph, Ctrl-F will not find a word, a screen reader cannot read the document, and hyperlinks, form fields and annotations are flattened away. For an accessible or archive copy this is the wrong tool.
Small type is the first casualty: footers and dense grids go fuzzy at Balanced and unreadable at Small. If you need a genuinely smaller text PDF, re-export from the source application with font subsetting and lower image DPI, or simply remove the pages you do not need with PDF Split instead of re-rendering the whole file.
A real end-to-end workflow
A typical submission: your scanned sign-off pages are 22MB and the portal allows 5MB. Load the file, choose Balanced, compare the original and compressed figures. Still too large, drop to Small and then look closely at a page of small print before committing; too soft, go back to High and instead cut pages you do not need.
For a mixed file - a typed report stapled to colour scans - split it first so the typed half keeps its vector text and only the scans are re-encoded here, then rejoin the two with PDF Merge. One extra step is the difference between a document that remains searchable and one that quietly stops being one.
